Explanation (?):

The background intelligent transfer service is currently used only by Microsoft applications as far as I know. The purpose of it is to download a queued file when your Internet connection is idle. In real world terms what this means is that if automatic updates are enabled it will download them while you are not actively using bandwidth. Generally speaking this is a good idea, but prior to the latest service packs this service caused several problems (mainly related to halting other services). However, they have been fixed now. This service is recommended for keeping on manual as it is possible that applications in the future will use it. If you leave it set to manual then it will activate when it is needed. For a server it is best that you leave it set to automatic so that it is available when needed.
