Explanation (?):

The remote procedure call (RPC) locator service is used in conjunction with the remote procedure call (RPC) service in discovering RPC named services for use in the RPCNS family of APIs. This service is not used by the operating system at all and is only required if you have a 3rd party program that requires it. Generally speaking you should have this service set to manual unless the computer is a server that requires it as it will only activate if needed.
