Explanation (?): | The utility manager service is a core component for the utility manager, which is used as a center for the magnifier tool, the narrator tool, and the on-screen keyboard tool. These tools can be run individually without this service, but when the tool is executed (utilman.exe /start) then this service is started. When the utility manager is closed then this service is stopped. If any of the individual programs are started then this service is not initialized.
